Shedding Light on Parking Lot Reg’s

While there is no statewide law specifically addressing parking lot lighting, many municipalities and counties in Illinois have their own requirements. It’s important to note that requirements do vary significantly between different municipalities. Here are a few points about parking lot lighting ordinances in Illinois:

ILLUMINATION STANDARDS

Many local ordinances specify minimum and maximum illumination levels for parking lots:

  • A general guideline is an average of 2 footcandles (fc) with a minimum of 1fc
  • Some require an average illuminance of no less that 2 fc in parking areas
  • Maximum light intensity is often regulated. For example, in Carol Stream, luminaires cannot emit light greater than 0.1 fc measured at the property line at the height of five feet

LIGHT SPILLAGE AND GLARE CONTROL

Local ordinances often include provisions to minimize light trespass and glare:

  • Lights must be arranged or shielded to confine direct light rays within the parking lot boundaries
  • Luminaires should be designed to direct light away from adjoining residential areas
  • Some ordinances prohibit lighting that could be confused for traffic control devices or cause hazards to safe vehicular operation

FIXTURE DESIGN AND PLACEMENT

Regulations may cover aspects such as:

  • Mounting height for parking lot lights, typically range from 8’ to 35’
  • Requirements for light should be located within property line areas or islands
  • Specifications for the type of wattage of lamps used.

OPERATIONAL REQUIREMENTS

Some ordinances dictate when parking lot lights should be on:

  • In some communities, when nigh parking is permitted, lots must be lit from sunset to sunrise
  • Commercial sign lighting and associated parking area lighting may need to be extinguished after closing hours
  • Come towns do set actual lighting curfews

ENFORCEMENT AND COMPLIANCE

  • Many ordinances require submission of lighting plans for approval before installation
  • Existing non-compliant installations may be grandfathered in, but new or modified lighting must meet current standards
